David Wright, PhD

Dr. Wright serves as the Evaluation Projects Manager for the State of Oklahoma. The responsibilities of this position involve performing research, statistical analysis, and evaluation supporting treatment programs for justice-involved individuals, which in Oklahoma have an annual budget of over $40 million with almost $20 million designated for drug courts. Dr. Wright oversees the evaluation of Adult and Juvenile Drug Courts, DUI Courts, Veterans Treatment Courts, Mental Health Courts, Jail Diversion Programs, Prison Re-Entry Programs, and the Substance Abuse Mental Health Services Administration’(SAMHSA) Screening Brief Intervention Referral to Treatment Grant. Dr. Wright is also an Adjunct Professor for the University of Oklahoma and the University of Central Oklahoma. Dr. Wright also serves a consultant for JBS International in the areas of developing and evaluating performance and outcome measures related to SAMHSA grants. Prior to his current position, Dr. Wright was the Director of the Oklahoma Statistical Analysis Center and Director of Research at the Oklahoma Criminal Justice Resource Center. He has received numerous awards and honors for his research publications. Dr. Wright received his Ph.D. in political science from The University of Houston, after receiving his Master's degree at Oklahoma State University and his Bachelor's degree at Southwestern Oklahoma State University.



Austin Ralstin, PsyD

Dr. Ralstin serves as the Senior Director in Decision Support Services for the State of Oklahoma. In prior work, he assisted in over hauling the State’s residential substance abuse process to better align with the American Society of Addiction Medicine (ASAM) Model, served as the Project Evaluator on Oklahoma’s Screening Brief Intervention Referral to Treatment (SBIRT) Grant, assisted the Association of State and Criminal Investigation Agencies (ASCIA) in researching and writing model legislation for interstate law enforcement aid, and has served the State of Oklahoma as a legal intern. His clinical and educational experiences include work at the Oklahoma Forensic Center, the Federal Bureau of Prisons, and in private practice in Norman, Oklahoma and Colorado Springs, Colorado. He also served as a statistic tutor and Graduate Assistant at the University of Central Oklahoma. Dr. Ralstin received a Doctorate in Clinical Psychology from Oklahoma City University, after receiving a Master's degree in Crime and Intelligence Analysis from the University of Central Oklahoma, and a Bachelor's degree from Oklahoma University.



Garrett Cox

Mr. Cox serves as a Senior Software Engineer at AppFolio, bringing nearly a decade of experience in software engineering. Since 2015, he has held key roles at various Oklahoma-based companies, including Heartland Payments, Tailwind, Clevyr, and Exaptive. As a Senior Software Engineer, Mr. Cox is not only involved in day-to-day coding but also plays a critical role in system architecture, where he drives large-scale changes through prototyping, project management, and business analysis. A graduate of the prestigious Hack Reactor coding bootcamp, Mr. Cox combines technical expertise with strategic insight to advance the company’s software solutions.
